Finance & Governance Committee

The Finance and Governance Committee makes decisions in line with general policy and expenditure approved by the Town Council. It gives direction to regulate and control the finances and accounts of the Council. It is made-up of 10 Members appointed at the Annual Meeting of the Town Council (AMTC) or appointed by the full Council. The Chairman of Open Spaces Committee is to be a Member of the Committee.

The Responsible Financial Officer shall be responsible, under general direction of the Town Clerk, for the proper administration of the Council’s financial affairs and the production of financial management administration, in line with the requirements and framework of the Accounts and Audit Regulations 2011.

This Committee is serviced by the Responsible Finance Officer and attended by the Town Clerk. It meets at least six times a year (every two months); three of these meetings include Governance. It receives and considers for authorisation where appropriate under general delegated authority, details of every item of income and expenditure. It receives the collated budget information from other committees and makes recommendations to Council on the size of the proposed Precept, in the light of tax base information and any policy adopted by Council, and including projects on the Forward Planning reviewed by the Forward Planning Steering Group.

Finance and Governance: Terms of Reference

Specific delegation from Council is agreed as and when necessary to cover time critical matters. The Internal Auditor’s report is reported to this Committee, and full Council. Details of financial procedures are contained in the Financial Regulations.
