Accessibility statement for websites managed by Edenbridge Town Council

 This accessibility statement applies to:

This website is run by Edenbridge Town Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • Change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen

Edenbridge Town Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The website has been tested against the Web Content Accessibility Guidelines (WCAG) [2.1 or 2.2] AA standard.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to ‘the non-compliances and exemptions’ listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • Some links produced by the Council Papers plugin use the same link text for different destinations, so people using a screen reader cannot easily differentiate the purpose of each link. This fails WCAG 2.2 success criterion 2.4.4 (Link Purpose).
  • The Council Papers plugin outputs some lists that include non <li> elements making it impossible for a screen reader to accurately report the amount of items contained in the list. This fails WCAG 2.2 success criterion 4.1.1 (Parsing).

We are working with Council Papers Developer to differentiate links for all plugin elements and re-structure any non-compliant lists by December 2025.

Disproportionate burden

  • The WPForms plugin which provides our contact form functionality does not label hidden form fields (related to CAPTCHA services). People using screen readers cannot see these form fields. This may cause the site to fail WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
  • The WPForms plugin does not allow the email field or hidden fields (relating to CAPTCHA services) to be identified programmatically. This may make it more difficult to auto-complete form fields with known information. This may cause the site to fail WCAG 2.2 success criterion 1.3.5 (Identify Input Purpose).
  • The WPForms plugin does not have sufficient contrast on hidden form field. People with visual impairments may not be able to see these fields effectively. This may cause the site to fail WCAG 2.2 success criterion 1.4.11 (Use of Color).

The contact forms on our website are built through third party software provided by WPForms, which we do not have direct access to change and amend. We’ve assessed the cost of fixing the issues and we believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will make another assessment when the supplier contract is up for renewal.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix we do not plan to fix committee meeting minutes prior to this date.

Any new PDFs or Word documents we publish will meet accessibility standards.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Preparation of this accessibility statement

This statement was prepared on 23 September 2025.

This website was last tested on 23 September 2025 against the WCAG 2.2 AA standard.

The test was carried out by Black Spiral Design Ltd. The most viewed pages were tested using automated testing tools by our website team. A further audit of the website was carried out to the WCAG 2.2 AA standard.

What we are doing to improve accessibility

We will repeat the audit annually and apply any new fixes or changes required. We will also apply any fixes or changes for accessibility as they are raised in response to any queries and complaints we receive.
