Planning and Transportation: Road Safety and Improvements

Edenbridge Town Council’s Planning and Transportation Committee monitors road safety issues in the town and works with Kent County Council (KCC) Highways to push for improvements.

Speedwatch Scheme

The Town Council coordinates the Kent Police Speedwatch programme in Edenbridge. A team of trained volunteers monitors driver speeds at 15 approved locations around the town. Data is logged and analysed through the official Speedwatch platform.

Speed Indicator Device (SID)

Through Community Infrastructure Levy (CIL) funding, the Council has purchased a portable Speed Indicator Device (SID). After assessing multiple sites, Kent Highways approved the following three locations:

  1. Mill Hill (near Portland Vets) – One post, suitable for both directions.

  2. Crouch House Road (near Orchard Drive) – One-direction use.

  3. Swan Lane (near Swan Ridge) – One post, suitable for both directions.

Reporting Highway Issues

Residents should report road issues directly to Kent County Council via: www.kent.gov.uk/roads-and-travel/report-a-problem
KCC will confirm receipt and provide updates.

Highways Improvement Plan (HIP)

Kent County Council Highways invites parish and town councils to identify and prioritise road safety concerns. While KCC doesn’t provide dedicated funding for parishes, this process helps focus investment on the most impactful projects.

Councils can:

  • Highlight up to five top-priority safety concerns in the HIP.

  • Include a secondary list for future consideration (typically high-cost projects linked to future development).

  • Receive technical advice and cost estimates from KCC Highways.

  • Decide whether to fund projects in partnership with KCC.

Only one scheme is reviewed at a time by KCC for feasibility and impact. Proposals are then brought before the Town Council and its Planning and Transportation Committee for review. The Council may contribute funding if necessary.

HIP-eligible improvements include: New warning signs, reduced speed limits, and traffic calming measures.

HIP does not cover: Parking restrictions, police enforcement, or maintenance issues (e.g. potholes, street lighting, drainage, resurfacing). These should be reported directly to KCC.

The Planning and Transportation Committee regularly reviews and updates the Highways Improvement Plan.
