Annual Governance and Accountability Return (AGAR), also known as the Annual Return

The Local Audit and Accountability Act 2014, and, the Accounts and Audit Regulations 2015, set out the responsibilities of all local councils in respect of their accounting and auditing procedures.

Each year the Town Council’s financial accounts and statements must be examined by an independent internal auditor appointed by the Council. View Internal Auditor reports

The Council is also required to complete an Annual Governance and Accountability Return (AGAR) which includes the findings of the Internal Auditor, together with Governance Statements and Financial Statements. The AGAR is then submitted to the independent external auditor appointed by the Audit Commission for examination. Edenbridge Town Council’s appointed external auditor is Mazars LLP.

To view our most recent returns, please view the PDF documents below. You are welcome to inspect the original document, by appointment, at the Town Council offices. The Council also produces an Annual Report which includes a summary of the Council’s income and expenditure.

Notice of Delay in Publication of Audited Annual Governance and Accountability Return 2025/26

Annual Governance and Accountability Return for the year ended 31 March 2026

In accordance with the Accounts and Audit Regulations 2015, the Council is required to publish its audited Annual Governance and Accountability Return (AGAR) and Notice of Conclusion of Audit by 30 September 2026.

The external audit of Edenbridge Town Council’s AGAR for the year ended 31 March 2026 has not yet been completed by the Council’s external auditor. The Council is therefore unable to publish the audited AGAR and Notice of Conclusion of Audit by the statutory deadline of 30 September 2026.

The Council has provided the information requested by the external auditor and the audit remains in progress.

The audited AGAR, together with the external auditor’s report and Notice of Conclusion of Audit, will be published on the Council’s website as soon as these are received and the external audit has been completed.
